The recent downgrading of Malaysian aviation safety rating by the FAA is affecting the industry. The ICAO re-evaluation of Malaysia’s safety oversight capabilities may get us into the “Significant Safety Concern (SSC)” status. These, plus possible similar action by international CAAs, may severely impact the development of Malaysian civil aviation industry. The forum aims at analysing the economic impacts of safety downgrading on the industry and the nation and, suggests for an industry-driven restructuring of the Malaysian Civil Aviation Industry. Views and recommendations fromindustry Captains will be presented to the Government.

Aircraft Airworthiness and Challenges in Ensuring Commonality of Regulations within ASEAN

Aircraft must be airworthy to legally fly for operation. Aircraft airworthiness is defined as the aircraft in accordance with its approved design and in condition for safe operation. This definition is not understood by general public and it becomes serious topic of discussion once the aircraft involved in incident and accident. Some of the industry players, who are not directly involved in aircraft operation may not also aware of the aircraft airworthiness. The aircraft airworthiness is divided into two stages; initial airworthiness and continuing airworthiness. The initial airworthiness requires aircraft to be designed in accordance with the airworthiness requirement by an approved design organization. Once the aircraft has been certified, then the aircraft must be manufactured by an approved production organization. After the completion of manufacturing and production of aircraft, the aircraft will be inspected for the issuance of airworthiness approval. In order to be continually airworthy, the aircraft must be maintained by an approved maintenance organization. The maintenance activities must be in accordance with approved maintained program, which is approved by continuing airworthiness management organization. Competency of the personnel working on aircraft is another factor to ensure the aircraft is airworthy. Therefore, the competency is acquired through approved maintenance training organization, which conducting approved training syllabus. Once the aircraft involved in an incident or accident, an independent investigation agency must conduct thorough investigation to determine the root cause of the incident and accident. The investigation must develop the recommendations to ensure the root causes are eliminated and the risks are minimized. The whole ecosystem in ensuring the aircraft is airworthy are monitored by the International Civil Aviation Organization (ICAO). After going the process on ensuring aircraft airworthiness, how do we address inter countries airworthiness activities. In ASEAN, there are 10 countries with individual policies and process of continuing airworthiness. To operate the aviation business efficiently, can we establish commonality inter ASEAN? This seminar will address the aircraft airworthiness perspective and challenges to have common policies and process within ASEAN

Workshop on ASEAN AVIATION INTEGRATION

ASEAN Aviation Integration Project is one of the Projects under the ASEAN Integration Grand-Challenge based at the Institute of Malaysian and International Studies (IKMAS), Universiti Kebangsaan Malaysia and under the ASEAN Economic Integration Platform (AEIP). The Project also forms part of the ASEAN University Network – AEC Thematic Network (AUN-AEC Network).

The 13th ASEAN Summit in Singapore in November 2007 endorsed the initiative of establishing an ASEAN Single Aviation Market (ASAM) by 2015 in support of the development of the ASEAN Economic Community (AEC). The ASAM is one of the key pillars supporting the establishment of the AEC via facilitating free, efficient, safe and secure movement of people and goods within and potentially beyond ASEAN. In April 2016, ASEAN reached a significant milestone with the realisation of open skies for the ASEAN market through the full ratification of the ASEAN open skies agreements.

The main objective of the Workshop is the explore issues affecting optimisation of ASEAN Aviation integration, which is critical for the integration of the ASEAN Community. Aviation Integration will connect the people of ASEAN whilst at the same time will also be able to contribute to the economic growth of the region.
To further support the realization of the ASEAN Aviation Integration, the workshop will explore issues on:

The possibility of allowing the creation of ASEAN wide airlines, to the like of Community Carrier;
The liberalization of investment in the aviation companies and carriers throughout ASEAN to enhance access to capital and to increase intra-ASEAN investment;
The free movement of aircraft across ASEAN carriers, where ASEAN carriers may be able to have access to excess aircraft among ASEAN carriers;
Free movement of pilots and aircrews within ASEAN Member States; and
E-commerce in the aviation sector.
