This new management concept viewed quality as the ability of a product or service&#8217;s features and characteristics to continue to meet the customers&#8217; requirements and to satisfy their needs. Although many companies have succeeded in this effort, in Malaysia&#8217;s public service organisations however, the process of inculcating this new management concept has not been effective enough. Several issues were identified responsible for this failure.
