Issues of communication competence, especially among civil servants have also received research attention because competence has various implications for organizations. However, available studies on the issue from a non-western country are less common. This is attributable to the tendency of researchers from non-western countries to borrow and apply the western model irrespective of local values. Therefore, this article deals with the relationship between communication competence, intercultural communication, interpersonal communication and communication based on the context of communication satisfaction among civil servants in Malaysia. The method used in this study is cross-sectional survey carried out in two uniformed organizations. Data collection for the study was through questionnaire and was analyzed using descriptive statistics, correlation and multiple regression analysis. The results showed a significant relationship between intercultural communication competences, interpersonal communication competence, communication competence based on the context of communication satisfaction. The analysis also identified dimensions in every measurement of competencies that predict communication satisfaction. Implications and suggestions for future research were also discussed.

The selected 447 respondents were from eight correctional institutions. The statistical analyses used to test the differences in demographic factors on variables were t-tests and One-way Analysis of Variance (ANOVA). The results showed the differences in terms of race and marital status on superior-subordinate communication. For relationship quality, there were differences in terms of race, marital status, academic qualification and designation. Gender and marital status differed in terms of work stress among the respondents. Marital status and designation differed in terms of the respondents’ communication satisfaction. It can be said that the single Malay respondents had a low perception on superior-subordinate communication and relationship quality. The single male respondents faced a higher level of work stress compared to female and married respondents. In addition, the single respondents holding junior officers’ posts had a low perception on communication satisfaction.
