The success of an outsourced project is determined by the effectiveness of its contract management. The Malaysian Auditor General’s Report 2016 and 2017 have highlighted that there are weaknesses in the management and enforcement of the Information Systems (IS) contract in public sector. One of the issues reported is the incomprehensive definition of the Service Level Agreement (SLA) due to the minimal emphasis to include service receivers perspective in defining the agreement. Hence, this study attempts to identify the parameters required to properly define the SLA for public sector IS. A qualitative case study of a public sector agency that utilises IS outsourcing contract to support its core business is applied. 28 parameters have been idenitified to define the SLA which are classified into seven categories according to three dimensions. The finding of this study is expected to benefit the public sector in defining the SLA parameters for drafting a comprehensive IS contract.

Model Pengurusan Risiko Perancangan Sistem Maklumat di Sektor Awam

Information Systems (IS) development is susceptible to various risks. Most IS development projects failed to achieve their targeted aim due to over budget, overdue, and poor quality. Previous studies indicate that failure to manage and understand risk contribute to failure in IS development as risk is inevitable. Managing risk at the IS project inception is crucial, particularly in the planning phase of the System Development Life Cycle. Therefore, this study identified the risk factors in IS planning, their priority, and relative action strategy. The identified risk factors from the conceptual study were critically analysed and validated by experts in IS development within the public sector. The findings were illustrated in our proposed risk model for IS planning in public sector that can serves as a guideline for government agencies to manage risk

Pemahaman Hubungan antara Modal Sosial dan Perkongsian Pengetahuan dalam Community of Practice di Sektor Awam Malaysia: Kesan ke Atas Prestasi Kerja Individu

The biggest obstacle to encourage knowledge sharing activities in the Community of Practice is the willingness of individual to share their knowledge with one another. By integrating the Social Capital Theory and the KnowledgeBased Theory of the Firm, this paper examines the relationship between social capital and knowledge sharing, and it’s impact on individual performance. Data were collected from the Innovative and Creative Circle members in Kuantan Municipal Council and the Royal Malaysian Customs Department. A total of 219 samples were analysed using PLS-SEM. The results showed that closeness, trust, shared language and shared vision promote individuals’ knowledge sharing behavior, and have positive relationships with individual’s work performance. As such, to improve knowledge sharing activities in the Community of Practice, the need to understand and focus the underlying aspects related to the social capital is imperative.

Nurturing Accountability Practices among Bureaucrats: What Contextual Factors Tell Us?

This study was carried out to scrutinise the influence of internal factors (in the form of the integrity system, internal control system, and leadership qualities) on the accountability practices among bureaucrats. A total of 371 bureaucrats participated in the study, representing an 86.3 per cent response rate. Findings from multiple linear regression demonstrated that integrity system and leadership qualities were significantly related to accountability practices. The influence of internal control systems, however, is not supported. Research on the determination of accountability practices among bureaucrats, particularly in the Malaysian public sector, is vital but remains scarce. The findings can serve as empirical points by offering some insight on accountability practices among bureaucrats, thus benefitting policymakers in executing human capital policies and nurturing better service performance to the nation.
