Performance measurement is an important tool to support the effectiveness of the program, helps to produce results and increase the effectiveness of communication. There are many factors taken into account in the existing performance measurement system (PMS). However, existing factors are contextual in nature and are only relevant for certain environments or organizations. This situation posed a problem for PMS developers since there is a lack of a model that can be a general guideline for PMS development. Hence a generic model that fills this limitation is necessary. Using the iterative triangulation method and based on existing case studies found in the literature, the identified factors are classified based on the DART (Dialogue, Access, Risk, Transparency) value co-creation model. The DART model is chosen because it is an effective model in applying the concept of value co- creation which is an important concept in systems development. The proposed value cocreation model for PMS presents important factors that should be considered in the development of PMS.
