Management Control System in Asnaf Entrepreneurship Development Program by Lembaga Zakat Selangor

Lembaga Zakat Selangor (LZS) has been corporatized and governed as a corporate entity. For good corporate governance, LZS implements a management control system (MCS) in one of its zakat distribution program known as Asnaf Entrepreneurship Development Program (AEDP). The objective of study is to explain the elements/dimensions of MCS in AEDP by referring to Levers of Control (LOC) as a framework. The LOC with four control mechanisms namely belief, boundary, interactive and diagnostic is commonly known, preferable and applied framework for MCS research and adopted by many worldwide corporations. A total of eight interviews were carried out; three with LZS officers and five with zakat beneficiaries. Data were audio recorded, transcribed verbatim and analysed in qualitative approach. It was found that the controls available in LZS can be matched against four control mechanisms in LOC. Despite that all the four control mechanisms are placed in MCS, they have yet to be documented in LZS Standard Operating Procedure (SOP). Formal documentation may impetus confidence amongst zakat payers and Muslims as a whole that the funds are efficiently managed and properly governed for the best interest of beneficiaries apart from being source of references to other zakat institutions.

Role of Zakat to Eradicate Poverty in Malaysia

This paper discusses the role of zakat as a mechanism for poverty eradication. Zakat is defined as ‘purification’ or ‘growth’. Zakat enables the wealthy or rich people to purify their hearts from greed by giving a part of their wealth to the needy. The needy who receive the zakat are then able to fulfil their needs, and, thus, the economic wealth bestowed by Allah s.w.t is spread to all the people and real economic growth is achieved. Zakat, if managed effectively and efficiently, should be able to reduce the gap between the rich and the poor. Each year, the annual reports of zakat institutions in Malaysia highlight the significant increase in zakat collection. Does the increase in zakat collection contribute to the alleviation of poverty in Malaysia? To find answers to this question, this paper observes the trend of zakat collection and analyses the pattern of zakat distribution. It is hoped that the outcome of this discussion will contribute to a better understanding of zakat management relative to its role as a tool for poverty eradication.

Internet is the most important tool in the era of globalization. Meanwhile the importamce of internet is to disseminate and expand informationrelated to zakat system. Until now, we do not have a technology system for zakat which can disseminate information so quickly that saves time and energy. As such, the use of internet has become a basic skill not only to the individual who is always looking for information but also to all institutions that want to spread information about the organization and their functions through their website. Therefore this article will examine more about the strategies used by the zakat state institutions in Malaysia to disseminate and communicate information about the duty of zakat through the website. In addition, this article attempts to analyze the impact of the development of zakat website in Malaysia by zakat institutions that make the website as the main medium to increase awareness among Muslims about zakat obligations.

Evaluating Corporate Reporting on the Internet: The Case of Zakat Institutions in Malaysia

The purpose of this study is to document the extent of financial and non-financial reporting practices through the internet by zakat institutions and to identify the type of information reported. Using a checklist adapted from similar studies in the commercial sector, the study suggests that the disclosures of financial and non-financial information such as information on social responsibility are uncommon. While most of the zakat institutions focus on providing information regarding zakat collection and distribution, none has included financial statements. However, these institutions have gained reasonable score in terms of information timeliness with majority of them update their website on regular basis. The findings suggest that zakat institution in Malaysia should fully utilise the use internet as a main medium of communication, especially in order to gain more public trust and recognition.
