It should last more than a few months on the ground, enabling the seeds to germinate and fully cover and protect the soil with greenery by then.<\/p>\n<p style=\"text-align: justify;\">If successful, the local mulching product can be produced on a larger scale at very low cost and distributed or sold to local authorities and institutions. He believes this will effectively solve the ongoing problem of erosion and sedimentation, especially as the country is experiencing more landslides in recent years.<\/p>\n<p style=\"text-align: justify;\">The former Deputy Director-General of the Department of Irrigation and Drainage, however, said adding mulching products alone are not enough to minimise risk of landslides.<\/p>\n<p style=\"text-align: justify;\">Local authorities must strictly enforce the building code of construction on hilly areas, such as found at the 每日大赛app campus here.<\/p>\n<p style=\"text-align: justify;\">Guidelines from the Public Works Department (JKR) should be made into concise regulations to be strictly adhered to by contractors. \u00a0At present the guidelines are not enforced because they are not mandatory.<\/p>\n<p style=\"text-align: justify;\">Ahmad Fuad, who is on contract at 每日大赛app to carry out research, proposed three other regulations that have to be adhered to for the construction of buildings:<\/p>\n<p>i.\u00a0The building should be designed to fit the contours of the hill and not the other way around.<br \/>\nCutting hill slopes to adapt to the design of the building is more likely to cause further erosion<br \/>\nbecause the natural shape of the hill has been changed.<\/p>\n<p>ii.\u00a0Ensure that all contractors submit the Erosion and Site Control Plan (ESCP) which must be approved<br \/>\nfirst before the green light is given for ground-breaking.<\/p>\n<p>iii.\u00a0Incorporate the latest Bill of Quality (BQ) from JKR. The BQ is a document or series of documents<br \/>\nin which enforcement agencies must ensure quality of materials, goods and workmanship of the<br \/>\ncontractor for any particular project.<\/p>\n<p style=\"text-align: justify;\">He said design of the building must fit the landscape rather than changing the natural land to suit the building. This will minimise earthwork, thereby causing less disturbance to the soil.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"border\" src=\"https:\/\/www.ukm.my\/news\/images\/stories\/Research2012\/HakisanCerun2.jpg\" alt=\"\" border=\"0\" \/>\u00a0<img decoding=\"async\" class=\"border\" src=\"https:\/\/www.ukm.my\/news\/images\/stories\/Research2012\/HakisanCerun3.jpg\" alt=\"\" border=\"0\" \/><\/p>\n<p>Ahmad Fuad is concerned when delays and obstructions occur after a BQ is given to a contractor, which would then jeopardise the quality of the service.
